Salt dough is very straightforward to make and we have used it before to make Christmas decorations.

2 cups all purpose flour
1 cup salt
1 cup cold water
When we have finished making the shapes with cookie cutters I use a pencil to poke holes in the decorations before cooking them to harden them. Once cooked and cooled you can paint them and, when the paint is dry, you can thread string or ribbon through the hole to hang your decorations from the tree.
